Transmission Line Proposal?
American Transmission Co. (ATC) has proposed building a 125 mi. long 345kV powerline through the heart of the Driftless Area from Dubuque to Middleton. Because of accelerating energy efficiencies, electricity use throughout the Upper Midwest is flat or declining. There are much more cost–efficient ways to insure an adequate electrical supply. This line is not needed.
An Environmental Impact Statement (EIS) is being prepared by the Rural Utilities Service (RUS), and public input is encouraged.
It’s easy to add your comments to those from other concerned citizens by submitting a written statement. There is no special format or protocol to follow. Write from your heart to address personal concerns about specific aspects of the environment you’re familiar with and how they’ll be negatively impacted by this infra-structure.
THREE AREAS OF CONCERN YOU MAY WANT TO ADDRESS
Consider “environment” in the broadest context including: geology, soils, farm land & land use, vegetation, wildlife, special status species, surface / groundwater, wetlands & floodplains, cultural, historic & paleontology resources, air quality & noise, socioeconomic & environmental justice issues, transportation, aesthetics, and health & safety.
2.) ECONOMIC IMPACT
Consider commenting on the potential economic impacts on ratepayers, tourism and recreation,
farm and other business operations, and on property values.
3.) THIS IS NOT AN “EITHER OR” CHOICE
Stress that this need not be a false choice between building this transmission line and doing nothing
at all. Request that an analysis be completed to determine whether a combination of non-
transmission alternatives – new local wind and solar generation, energy efficiency, storage, demand
response – would meet actual electrical demand at a lower cost both economically and
Ask them to consider less damaging alternatives such as upgrading existing low-
voltage transmission lines or routing lines outside the Driftless Area to satisfy any genuine energy
